The White House says a federal funding freeze remains in effect tonight despite earlier rescinding a memo from the Office of Management and Budget , which halted grants and loans.
Congressman Robert Garcia of Long Beach says the freeze is a 'terrible piece of policy' Garcia hopes the president reconsiders this move, allowing this funding to continue and understand that this funding is actually going to helping people.
