Rep. Ken Calvert (R- California ) opposes conditions on federal aid, his spokesman told The Washington Post .
The fires have so far killed at least 24 and burned 40,000 acres in California .
Some Republicans say conditions should relate to ensuring the money is used for intended purposes.
A few Senate Republicans from disaster-prone areas have agreed, including Sen. Rick Scott (R- Florida ), who said Congress should provide aid to California as it does to all other states.
The argument over conditions has also nettled some members of Congress who feel it is pulling focus from what is normally a bipartisan effort.
