Keith Levell was abused at Berrow Wood boarding school in Pendock , Worcestershire .
He was called a liar when he first tried to speak out about the abuse.
He remained silent for almost 30 years before finally being able to tell police.
Mr Levell is among thousands of survivors of child sexual abuse in England and Wales .
Experts say key recommendations from the Independent Inquiry into Child Sexual Abuse ( IISCA ) have not been implemented.
Home Office says it is working on the recommendations and is committed to taking robust action.
Tony , not his real name, gave evidence against Allen during his trial and also spoke about his abuse at the IICSA inquiry.
He managed to get 16,000 from the Criminal Injuries Compensation Authority , but only after it was initially rejected.
There has also been no pay-out by insurers for ex-pupils of Wessington Court in Hereford .
