The Outlaws are the third -largest motorcycle club in the world, with more than a dozen chapters across Ontario .
The incident during Monday ’s ceremony at Veterans Park in Sarnia shocked onlookers, the city’s mayor and police chief.
Arthur Shura , 64 , and Karen Pelkie , 46 , of Sarnia are charged with causing a disturbance and breaching a court order.
Both were released from custody and scheduled to appear in court Dec. 12 .
Police Chief Derek Davis , who marched in the parade, defended the police response.
