Colorado Secretary of State Jena Griswold was the intended recipient of a package with an unknown powder.
She said the package was in addition to more than 1,000 threats she has received since September .
The FBI is investigating the package's origins.
Since 2020 , she has made available at least $5 million in grant money for more physical security at election sites.
