A legal challenge launched in early August by Mosiac Transit Partners claims Metrolinx breached its contractual obligations with the TTC to run the Finch West LRT.
Global News has learned that the Ford government is withholding roughly $500 million from Mosiac until the project reaches substantial completion.
The Ford government, which is not specifically a party to the lawsuit, is optimistic the situation could be resolved.
Metrolinx is yet to deem the Finch West LRT substantially complete and hand the consortium the remaining $500 million it believes it is owed.
The government maintains that the transit agency has acted properly.
