David Gergen : GOP candidates in Florida , Arizona , Georgia , Florida races are likely to trigger a recount.
Gergen says Al Gore won Florida in 2000 if a full recount had taken place, he would have been president.
He says Gore lost largely because, unlike Bush , he refused to fight with all the tools available to him to win the election.
